APSCUF LEGISLATIVE GOALS, 2007-2008

A.        Take a leadership role in introducing, supporting, and passing legislation, which benefits the State System of Higher Education, its students and faculty. This role includes working to repeal legislation that is not in the best interest of our constituent groups.

B.         Promote full and equitable funding for fourteen universities of the Pennsylvania State System of Higher Education. The State System of Higher Education will be fully funded as reflected in appropriations, so as to be near the top among public higher educational systems in the nation.

C.       Continue monitoring the operation of the State System of Higher Education under Act 188 insuring that the Act is appropriately implemented and individual institutional autonomy is preserved.

D.        Oppose changes that erode retirement benefits and promote changes in our retirement systems that will allow for expanded benefits, and pursue retirement equity for all members and among the retirement systems.

E.        Oppose any legislation that weakens collective bargaining.

F.         Oppose any legislation that threatens academic freedom.

G.        Promote the integrity and diversity of Pennsylvania’s public elementary and secondary education
programs by creating a climate that fosters excellence in education throughout the state and \        provides equitable funding.

APSCUF LEGISLATIVE PRIORITIES, 2007-2008

A.        Support full funding of the State System of Higher Education, and support legislation that would bring student tuition and fees in the State System of Higher Education in line with charges in comparable systems.

B.       Support reform and oversight of PHEAA to promote accountability.

C.       Achieve a permanent annual cost-of-living adjustment (COLA) for our retirees.

D.        Support legislation that will protect and bring parity among our multiple retirement systems.

E.        Oppose any weakening of provisions of Act 195 and the agency Fair Share legislation.

F.        Eliminate performance funding indicators and processes that undermine quality education and academic life.
